How to Register a Vehicle for New York Highway Use Tax (HUT)

Any qualifying vehicle traveling on New York roads for commercial purposes must register for HUT before operating within the state. The program is administered by the New York State Department of Taxation and Finance and requires carriers to obtain a HUT Certificate of Registration and display a HUT sticker on the vehicle as proof of compliance. 

The purpose of the Highway Use Tax is to ensure that heavy commercial vehicles contribute to the maintenance, repair, and improvement of New York’s highway infrastructure. Since large trucks place greater wear on public roads, the tax helps fund transportation projects and roadway upkeep across the state.
 

Vehicle Requirements for New York HUT Registration

The requirement is primarily based on the type and weight of the vehicle being used. Generally, HUT registration is required for trucks, tractors, and other self-propelled vehicles with a gross weight of more than 18,000 pounds that operate on New York highways.

The following vehicles typically fall under HUT requirements:

  • Tractors and semi-trucks used for hauling trailers
  • Heavy commercial trucks transporting cargo
  • Large box trucks or straight trucks
  • Certain specialty commercial vehicles exceeding the weight threshold

The weight is usually determined by the vehicle’s gross vehicle weight rating (GVWR) or the combined weight of the truck and trailer when operating together.

Create an OSCAR Account (First Step)

Setting up an OSCAR account is the first step in the registration process. The system allows carriers to securely submit their information, register vehicles, and access important Highway Use Tax documents. To create an OSCAR account, you will typically need to provide:

  • Your business or legal name
  • Employer Identification Number (EIN) or SSN for owner-operators
  • Business address and contact details
  • USDOT number (if applicable)

The HUT Certificate of Registration and sticker are typically issued within about 7–10 business days. Processing times can vary depending on application accuracy and system workload. Once approved, the HUT certificate and sticker are mailed directly by the state to the business address associated with the HUT account. 

  • The certificate must be kept inside the vehicle and available for inspection when requested by law enforcement or transportation officials.
  • The sticker must be clearly displayed on the exterior of the vehicle, typically on the front of the vehicle as close as possible to the front license plate, including the bumper area if necessary.

What You Can Do in Your OSCAR Account

Through your OSCAR account, you can perform several important tasks, including:

  1. Apply for a HUT Certificate of Registration for qualifying vehicles
  2. Request a temporary HUT permit so trucks can operate while waiting for the permanent certificate and sticker
  3. Add or remove vehicles from your HUT account
  4. Order replacement HUT certificates or stickers if they are lost or damaged
  5. File Highway Use Tax returns and submit required reports
  6. Make HUT tax payments online
  7. Update your business or contact information associated with your account

What Are AFC Credentials?

AFC credentials stand for Automotive Fuel Carrier credentials, which are required for vehicles that transport automotive fuel such as gasoline, diesel, or other motor fuels within or through New York. These credentials are issued and regulated by the New York State Department of Taxation and Finance to ensure that carriers transporting fuel comply with the state’s fuel tax and transportation regulations. 

If a tractor that pulls automotive fuel trailers already has a valid HUT Certificate of Registration, that same tractor does not need a separate AFC certificate. In other words, the existing HUT registration satisfies the AFC credential requirement for that tractor when it is used to transport fuel.

If a HUT Certificate of Registration Is Lost, Mutilated, or Destroyed

If a HUT Certificate of Registration is lost, damaged (mutilated), or destroyed, the carrier must request a replacement certificate as soon as possible. This request can usually be made through the OSCAR account associated with the vehicle or by contacting the New York State Department of Taxation and Finance. You can also file the form TMT 334

Filing Highway Use Tax (HUT) Returns

Motor carriers registered under the Highway Use Tax (HUT) program must file periodic HUT tax returns reporting the miles their qualified vehicles travel on public highways in New York. Even if a registered vehicle did not travel any miles in New York during the reporting period, carriers may still need to file a return reporting zero activity to remain compliant.

Important Note: If a carrier only occasionally operates a motor vehicle in New York State, full HUT registration may not be necessary. The carrier can obtain a trip certificate of registration.
