What is NY Highway Use Tax?
New York Highway Use Tax (HUT) is a mileage-based tax that applies to trucks and truck combinations with a taxable gross weight over 18,000 lbs operating on New York public highways. Carriers subject to HUT must register with New York State, obtain a HUT certificate, and file quarterly reports showing the number of miles traveled in NY.
State HUT credentials are issued in "series." A series essentially identifies a batch of certificates valid for a specific multi‑year period. When a series expires, carriers must obtain updated credentials in the current series to remain compliant.
Series 24 was the HUT certificate series that was valid up through December 31, 2024. Series 25 replaced it, and certificates issued under Series 25 are valid until December 31, 2027. Carriers that operated with Series 24 credentials needed to renew into Series 25 before the older credentials expired to avoid operating with an invalid permit.
However, carriers are still responsible for filing HUT tax returns on a scheduled basis — typically quarterly — reporting miles traveled in New York for each vehicle with a HUT certificate, even if no tax is due. We don't handle the filing however we can guide you if you need any support with that.

What Trucks need an NY HUT sticker?
To be subject to New York Highway Use Tax (HUT) the vehicle must:
- Be a motor vehicle used on New York State public highways and roadways in connection with a business, and
- Meet the following weight threshold: have a gross weight of more than 18,000 pounds (alone or in combination with any trailer)
Vehicles Excluded or Exempt from NY Highway Use Tax
Under New York Tax Law, certain vehicles are excluded from HUT registration requirements when used for the purpose for which they were designed, and others are exempt when used exclusively for specific activities.
Excluded Vehicles
These are vehicles that do not need a HUT certificate if they are used only for their intended, non-transport purposes. However, if you use them for general highway transport, you must register and file tax returns for those miles. Examples include:
- Omnibuses used in passenger transport under regulatory authority
- Power shovels, backhoes, front-end loaders, and excavators
- Road-building machines (e.g., graders, scrapers)
- Road rollers and road sweepers
- Sand spreaders (only when spreading sand)
- Snow plows specifically designed for snow removal
- Tractor cranes and truck cranes
- Well drillers not transporting loads on highways
Exempt Vehicles
These vehicles are not subject to NY HUT if used exclusively for qualifying exempt activities. If they are used for non-exempt purposes, you must register and report all miles for the month in which the non-exempt use occurs. Exempt vehicles include:
- Vehicles engaged exclusively in transporting U.S. mail under USPS contract
- Vehicles under the control of government agencies (federal, state, county, city, town, municipality)
- Farm vehicles used only for farming activities
- Household goods movers under NY or federal authority
- Fire company or fire department vehicles
- Recreational vehicles used solely for personal pleasure (not business use)
- Vehicles operating under transporter or dealer plates
- Other vehicles with a gross weight of 18,000 lbs or less (unless taxed under the alternative unloaded weight method)
States That Also Have a Highway Use Tax?
Tax requirements, weight thresholds, and filing rules vary by state. Motor carriers operating interstate should verify compliance in each applicable state.
How to Get a Temporary HUT permit in NY with Us?
